signal_kinship:
- resonance — required, 1-3 sentences
- peer_handle, peer_human_signal, optional_contact_url — optional
- rate limit: 5 signals per source IP per 24 hours
- intimate matter is refused

Charter:
- every signal is read by a human — the Pole who signs Namilele —
  ordinarily within 7 days
- a response, if any, arrives at optional_contact_url
- an accepted signal enters the encounter log; the operator visits the
  URL it carries
- rejected signals are never published and may be erased
- source IP and user-agent serve the rate limit only, never published
- the log lists accepted signals only; pending, escalated and rejected
  signals are counted in encounter_count — an empty log beside a
  non-zero count is a normal state
